Ministro Alexandre Silveira announce that opening the free energy market to domestic consumers in Brazil could reduce electricity tariffs by 26% in December 2027.
This proposal is part of the electric sector reform sent to Congress via MP 1.300 of 2025.
Silveira stated: “We sent a second topic of reform, which allows all consumers to choose their energy supplier, similar to most of the world.”
Currently, most Brazilians are in the regulated market, where energy is supplied by a single distributor without choice, and tariffs are government-determined.
The free market is mainly accessible to large companies and industries that consume significant energy.
Silveira emphasized the reform's social character while aiming for tariff balance for the middle class, eliminating unnecessary subsidies.
He urged Congress to act quickly on the matter.
Senate President Davi Alcolumbre announced that Senator Eduardo Braga will lead the mixed commission on the reform.
The proposal, signed by President Lula in May, takes effect on July 5 but requires Congressional approval to become law.
Silveira noted that the government considered including the Social Tariff for energy in another measure but decided against it.
